I get these black Spots that won't come off with elbow grease. You can't feel them so it is not something like that. Seems to be in the surface of

Black Spots on 19" Stock Wheels
I get these black Spots that won't come off with elbow grease. You can't feel them so it is not something like that. Seems to be in the surface of the wheels. Any ideas on how or if these will come off?
