Can a tuner add "pop" after a shift like Jaguar doesn't putting fuel in the exhaust to pop, if you have MD ART pipes?

Can a tuner add "pop" after a shift like Jaguar doesn't putting fuel in the exhaust to pop, if you have MD ART pipes?
