it comes with ballasts but for the CCFL rings...
it comes with ballasts but for the CCFL rings only. If you LED you dont need the ballast, you can splice it straight into the parking light circuit.
as far as teh demon eye, ive researced a few...

The rings are on when I turn on the parking lights and stay on with the head lights. I did not hook into the blinker....

In order to get at the bar you have to remove all the trunk plastic, the small saddle piece over the bar are clipped under the side moldings. There are only two bolts in the back....
