I have a base 19 roadster with 18’s on it
Can I upgrade the brake calipers, rotors and pads without replacing
The rims

You mean upgrade to the OEM akebonos that come on the higher trim levels? Yes, your rims will still fit.

But your spare wont fit anymore. If you care about being able to use your spare, you will have to get the spare that came with the more fully loaded models.
