What is this cut out on the bumper for?

I'm talking about the small square above the fog light block out and below the license plate. I tried looking for the answer, I'm assuming it's for a rear tow

I'm talking about the small square above the fog light block out and below the license plate. I tried looking for the answer, I'm assuming it's for a rear tow hook. Can anyone confirm that?
