Default Question brake pads on rainning day.......

When i use my brake on rainning day, sometime When i press on the brake it It feels like something stuck on my brake. the pads actually shaking a little and it wouldn't let me press all the way. I have 2011 Tourning model and only thing i tune my car was intake and exhaust, Nothing else.
Do anyone experience on this? It happens too when there are snows on the ground. I mean yeah it does make sence on snow but rainning day? Is it cause my brake pads are not that good or car itself does it?

It is wrong somehow but it doesn't sound like the pad.

I would vote for ABS. If you've never felt it work before, it can feel a bit unnerving the first time. The pedal goes hard and pulsates under your foot and you can feel/hear the vibrations.
