It allows you to easily recline or get to the space behind the seat easier.

It's to the rear of the two knobs of the seat base. Though the value of the one in the 370z is limited.

so the lever to adjust the driver seat back angle is the thing they call passenger seat fall down leaver? how do you make it interact with the passenger seat back?

The driver seat has its own lever. There is a separate lever for the passenger seat.

"Passenger seat fall-down lever for driver" makes no sense. Maybe some background on where you heard this phrase might help?

yes makes no sense. i got it off the build your own Nissan site.but i google it also and it comes up on most cars for sale ,exactly as you quoted. just was wondering if i was missing something. thanks for the answers.
