nismo bumper cover

On my 2010 nismo ,I need to reposition the very bottom bumper cover (black plastic) due to some scraping. Are those bolts that hold it in place ,or clips, and

Are those bolts that hold it in place ,or clips, and how do I take them out? I figure I will losin them them press the cover back in place. I didn't damage anything badly just very little gaps there. Im picky and want it to be perfect. Thanks brothas!
