These appear to be a modern version of the "turbo boosters"* that were used on carbureted engines back in The Good Old Days. Didn't do any good back then; probably don't do any good now. YMMV
* I can't find a picture but they were basically a fixed set of fan blades that caused turbulence before the air got to the carburetor. Something you'd find in the JC Whitney catalog. ![]()
