Yep. It slows the closing of the throttle plate when you lift to help with emissions. God forbid there be some unburnt fuel in the atmosphere.

ok so it sounds like there is no cure for the lack of a cable and return spring.

There has been a few threads about this, but I think the cure is something along these lines.
