IINM, the stock bolt goes through the header and screws into the flange of the catalytic converter and requires multiple u-joint swivels and a half mile of extensions just to get to the bolt from the engine bay side. I'm pretty sure he means that once the TPs or HFCs are installed, they reverse the bolt head so you can get to it from below which provides much easier access.
