You can't (well I shouldn't say that since the 2015 Nismo lights are balked out, and you can probably get those from a Nissan dealer). Normally these are modified from your stock ones:
a) By yourself. or b) Send them to a person/company that does it. Look for member paperboy or search for a company180°.

Also keep an eye out in teh For Sale section. Sometimes people who part out their cars will sell them there.

I recently pict up a set of the '15 nismo head lamps from an online discount Nissan dealer. $1,550 shipped! I will update once I get these installed in my '09 later this spring. I wonder if the new '15 control units will not like my PIAA bulbs? The '15 nismo head lamps cost the same as new any other Z34 head lamps.

It's person dependent, but It took my roughly 3 hours from start to finish to do the headlights on my Dodge Ram. Given that's a different vehicle, the process is the same. The most time consuming part is the waiting time during painting. Baking the lights and separating them only takes 10 mins or so per side.
