Evo-R get spliced into rear lights.

If you want oem setup, you will need both, unless you own a 2012+ Z. That was the first year in which they came with a prewired harness needing only the foglight & rocker switch or stalk to complete.

The confusion with Z fog lights continues. To me a fog light is activated ( in adverse conditions) by a button or switch inside cabin that once lit has a higher light output than regular tail lights almost on par to brake light output.

Default rear fog light

You will need to splice the wires to your lights.

Try checking out the DIY section, there are a few ways to get this done.

Splicing just means you will be adding/joining a new set of wires (from the Evo R foglight) into your current light circuit by cutting, stripping the wire back and either soldering or using butt connectors to tie it in. Doing this will turn your foglight on when your lights are switched on.

Whatever foglight option you choose will need some wiring.

Did the rear fog light not come stock on the American cars? I have one on my 09 sport that as a dial switch beside the head light switch on the signal arm Canadian car though.
