Can you wire it so that it 1) goes on when my rear lights are on. 2) lights up brighter when the brakes are on and 3) make it flash

EVO-R Foglight Question
Can you wire it so that it 1) goes on when my rear lights are on. 2) lights up brighter when the brakes are on and 3) make it flash only when in reverse.
