Gutting my car

Hey guys,

I’m in the process of gutting the car and found this white piece hanging behind the seatbelt (one on each side). Can anyone tell me what this is and can it be removed.

I'm not sure what it is, but is it made to bolt down?

If nobody comes up with an answer, the FSM (link in my sig) has exploded diagrams that will give you a name and a part number.
