Is this likely the waterpump failing?

Sorry for the late reply, but my friends mechanic who is very familiar with the vhr platform did it for $1085. Only thing was I had to buy the parts

Sorry for the late reply, but my friends mechanic who is very familiar with the vhr platform did it for $1085. Only thing was I had to buy the parts and fluids, which was around $3-400.
