Battery problem
I performed an ECU Reset by disconnecting the batter and pumping the brakes, then plugged the terminal back and started the car, ran fine for 10 min. the dash lights look dimmer than before on full brightness, and whenever I hit the windows switch on both down the battery voltage drop from 14 to around 12 then come back in a 2 second period and rpm drops a little and come back.

Sounds like a bad connection. Take the battery terminal loose again, clean, re-install.
Edit: There is a procedure for resetting the ECM without disconnecting the battery. More than one thread on this site explaining procedure or see the FSM.
