I'm no mechanic but i do work on low voltage stuff often. I'd say from your description, you have some bad wires. I know you have run continuity test but

I'm no mechanic but i do work on low voltage stuff often. I'd say from your description, you have some bad wires. I know you have run continuity test but in my experience, continuity doesn't always mean the wire is good. You've already diagnosed a voltage issue. Grab some wire length, and run a hot drop, direct from ecu to vvel, bypassing the wiring harness.
