What does "try to start" mean? If the serpentine belt is not moving that means that either: 1) the starter is not working properly (engine not turning) 2) the damper

What does "try to start" mean?
If the serpentine belt is not moving that means that either: 1) the starter is not working properly (engine not turning) 2) the damper is broken (engine turning but not driving belt) 3) the belt is slipping If it is 3, you should be able to see the damper turning.
