how can i get oil based shine, grease, dirt build up off my tire

You need to use a tire cleaner like McKee's 37 Tire and Rubber Rejuvenator. Spray it on, let it foam and turn brown, then scrub tire with a low profile

Spray it on, let it foam and turn brown, then scrub tire with a low profile tire brush. Rinse. I would do this at least twice or until the foam doesn't turn brown. Then apply your new water-based tire protectant.
