Taking the wheels off for the first time I noticed the boot cover was a little off I turned it and saw it was torn upon further inspection this stuff is in it, looks like sawdust but it's really sticky no smell... this car is new to me and I keep finding things that seem could be issues... ugh

Leaking shock + disintegrated bump stop maybe. My bump stops started crumbling when they went bad.

I would at least pull your coilovers off to replace bump stops (if they’re in fact bad) + dust boots.

Damper fluid that has leaked and dried usually looks like a dark greasy mess, not sawdust.

I think a destroyed bumpstop, which could be made of something like cork and disintegrate like that is the better bet.

In any case, you need to pull those coilovers and disassemble to take a better look.

A bumpstop is a replaceable part, but if more things are wrong it's time to replace or rebuild those coilovers.
