Winters vs summers

Found a cool vid. Its nice to see speeds of the car still moving vs the other that's stopped. 20 and 25 will total your car and will be a bad day. Someone also said in Germany its illegal to not have winter tires during the winter? To the thread of the totaled nismo where arguing was taking place and mods were deleting posts, I should of just posted this.
