So I'm not very keen on the wheel and tire game. I notice most are in 9.5 and 10.5 How does stretching tires work exactly? Is it based on sidewall?

Questions about tires and wheels
So I'm not very keen on the wheel and tire game.
I notice most are in 9.5 and 10.5 How does stretching tires work exactly? Is it based on sidewall? Would a 245/40Zr19 fit a 9.5? Would a 275/35r19 fit a 10.5? I am trying to keep my cost minimal since my tires are fairly new. Any tips an advice is highly appreciated!
