Sport Rim Clear Coat?

My drivers rear has the paint peeling from it. It bubbles up then comes off. Its the only wheel doing it. I have not used any chemicals on it other

It bubbles up then comes off. Its the only wheel doing it. I have not used any chemicals on it other than standard car wash soap. Need to see if the dealer will replace it under warranty or get it re finished.
