I've plastidip my wheels before i had them powder coated. The one thing i ran into was the tire shine eating into the plastidip. I don't know if anyone else ran into that problem. But if you are worried that it won't peel completely off it will. I've also plastidip the rear valanc and the front bumper where the fangs are. It has held up since i plastidip it in January of this year.

And yes, tire shine eats into plastidip, you instead have to use tire gel and an applicator carefully
