Umm because thin/worn/damaged rubber (aka partially chunked), air pressure, heat, road conditions, friction, etc = possible blowout... and as most know, the tire is weaker near the sidewall.

Tread belts don't keep air in the tire and if you blow out at any speed you risk at best ruining your rim and at worse destroying your car/yourself.

As the other person said, you don't run your tire to the belt just because it hasn't leaked yet.

i usually replace before hitting the wear bars.
