there are reasons to use 18 on the track, obviously, but most folks aren't tracking

so it comes down to folks cheaping out
Absolutely correct. 18" snow tires are cheaper than getting 20". Why would I get a nice set of 20" wheels and rubber to beat up in the winter?

But also I take into account that the ride quality is better on 18" snow tires than 20"s. Especially in these pothole infested winter cities.

Everyone has reasons for different applications.
