Wheel Question

What are the wheels called that don't spin when the car starts to move? Dont worry I am not going to put them on my Z but I cant seem to find some any where. Any help will be appreciated.

Never seen them (gawd, I hope I never do on the streets)...they look like "weighted" spinners.

LOL I didn't even know these existed. This is the first time I've ever heard or seen of them. Looks trippy and ghetto but fun to look at as long as it's not on my car.

Actually a lot of cabs have those to put advertisements on them.
