How would i remove this?

I found this on my wheel about a week ago it looks like a chunk of tar. I have no idea how to take it off with out messing up

How would i remove this?

I found this on my wheel about a week ago it looks like a chunk of tar. I have no idea how to take it off with out messing up the paint. Any tips?
