Even though someone fabricated the te37 onto the amuse kit, I thought it was a match made in heaven. Half of it being that my fav color is blue

Discussion about replicas and all aside, I think the color itself, which is what the OP is after looks beautiful coupled with PW.

There is no available paint code for the F-Zero... Trust me I tried and ended up with painting my wheels a custom candy blue to match them. BASF candy charizzma blue or something along those lines

As stated before you cant get the paint codes from Volk for any finish.

Since these are cast it makes it even easier to find a painter than if you bought the real forged TE's. I don't suggest Powdercoating forged wheels as a general rule since the PC'ing process exposes the wheel to intense heat and can comprimise rigidity.

Again just talk to a painter in your area and I'm sure you can find something close, there are enough pics of the wheel on the internet to match with.
