Wheel offset is the distance from the cars hub mounting surface of the wheel to the center line (or middle) of the wheel. In most wheels now this distance is measured in millimeters (mm).

If the wheel mounting surface, (the spot on the wheel where the wheel mounts to the brake rotor or hub of the car) is in the very center of the wheel there is 0 offset.
If the width of the wheel sticks out (away from the car) a little further than 0 offset it is a positive or plus number (like +15mm).
If the width of the wheel sticks in (towards the car) more than 0, it has a negative offset and has a negative number (like -15mm).

Most wheels on these cars have some sort of a negative offset, So basically the smaller the negative offset number, the more the wheel will tend to stick out.
