TPMS question

Hi, I have stock tire pressure sensors on aftermarket wheels. I noticed the nut sleeve going over the valve stems have no washers in between the wheel and the nut.

I noticed the nut sleeve going over the valve stems have no washers in between the wheel and the nut. Is there supposed to be one?
