Paint the rotor hat with high-temp paint, and make sure you spray past all the the rust on the friction disc area. Once dry, drive your car and apply the brakes multiple times. Your pads will literally remove any excess paint, leaving anything untouched by your brake pads painted.

My Z1 front slotted rotors do the same thing. It's really not a big deal. Paint them if it bothers you. I've painted them in the past, now I just deal with it.

The only way to prevent rust is to exclude Oxygen from the Iron. The best way I know to do that is with high-temp paint (as mentioned above).
Make sure to get rid of over-spray on the pad contact area (sanding works well) as the paint can clog the pads. Not usually a problem but why take a chance?

The downside with hightemp paint is that it will trap more heat into the rotor. This technique is not recommended for extreme usage unless you have really good cooling. Surface rust is not a huge problem outside the aesthetic downside. If you do paint them, tape up the inner vanes.

You're not the first one to complaint of the rust ring. There have been a few threads on the subject. Most tape up the rotor and use hi-temp paint. But the paint will peel and flake off with each washing. And you're back where you started from.

I used to have this problem when I had my 09' Z and it was annoying. Plus it makes the car look older. But I've had my 15' Nismo for almost 3 years and 30k miles and haven't run into that issue again. I'm thinking Nissan painted that inner ring. Whatever they did it seems to be working.
