He needs to go to the Nissan dealer to have them activated for around $50.

Thanks to everyone for the replies. I had bought the new Nismo rims + tires already on them from a guy on Craigslist.

Coolpic I attached a pic for reference. Can you confirm that it looks good nad I can just bring it into Nissan?
