I'm assuming I'm pretty screwed here but it looks like the previous owner might have sprayed the wrong wheel cleaner on the rims and now it has marks where the chemical ran off the rim, impossible to remove? Will it clear up over time? Only 2 rims have it, the other two seem ok. The pic gives you a little idea.

It looks like the finish was unfortunately damaged.

If you try to remove it the black color showing thru is the base primer.

They need to be refinished at this point.
