Can anyone tell me what this is/does??

So I am trying to install my new wheels and on the front hub there is a bolt that sticks out, i'm curious what it does? My wheels don't fit

So I am trying to install my new wheels and on the front hub there is a bolt that sticks out, i'm curious what it does? My wheels don't fit around it, the socket on the wheel just barely makes contact. I have a 2015 Nismo btw. Curious how guys with spacers and aftermarket wheels got around this. Can i just remove it? Thanks
