Can I run 245/45-18 & 275/40-18 for base rims?

If the base rim widths are 8" front and 9" rear, then yes. 275/40 is on the limit of the recommended fitment for a 9" rim but especially given that this is a rear tire you will have no problem at all. The 245/45 is a perfect fit up front.
