The easy answer is this: Your wheels are painted- just like the rest of your car. If you wouldn't use it on your hood, don't use it on your wheels.

So the soap and water answers (as well as others) are correct. Have embedded brake dust? Clay or B&T remover.

1 or every other ride. i do a finger test. if i can remove dust, then it will be QD'ed.
