Tools are out there from $100 and up. This is standardized technology, nothing special......There's no excuse for a tire shop not to have this capability (in the US anyway, where TPMS is now standard on most all cars). The tool from Tirerack: http://www.tirerack.com/accessories/...&AID=10398365&. I would assume, since your monitors are already "Registered" (Used ones) no trip to the dealer would be necessary (though it seems it would with new sensors)
