If you can't empty the tank manually then I would see if any of your local performance shops carry "Torco Accelerator". It's the only octane booster I have seen work

It's the only octane booster I have seen work very well and 24-32oz should bring your octane up enough to drive it like you stole it. Only downside, it's not cheap. It's about 20-$24 for a bottle which is 32oz. It works great though.
