If you're only looking at peak numbers, you are likely to be disappointed. Look at the area under the curve in the low to mid RPM ranges. If there are no gains ANYWHERE across the rev range, then something is up. If you gained 15-20 HP at low RPM but your peak number stayed the same, I would count that as a big improvement.
Also what were your torque gains in the low to mid RPM ranges? Remember, peak numbers are good for bench racing, gains in the low to mid RPM range is what makes the car faster and more fun to drive on the street.
