Update,
all is well , AZ DMV emission are idiots, the testing facility couldn't find my VIN on my ECU so they failed me. I went to the main testing facility and they said it happens alot with certain vehicles and that is is all ok. just needed them to evaluate it and they gave me a form to use from now on when I go have testing, stating that its been evaluated and is ok.
It turns out I didn't have to reflash my ECU back to factory after all.

So are they not writing the vin to the PCM then? That may be an issue for me in the future since Ca is the tightest, yet Seb works in Ca so I would think they would have run into that by now.
