I have had trouble getting up to temperature on 70F days on the street with my 25 row cooler. Aside from the track I almost always drive with a block out plate in front of the cooler.

Running with a cover should stop that from being a problem. He'll probably have to run with a cover in the winter, regardless of size anyway. Even on Florida "Cold" days (30-ish degrees F), it gets up to 180-200 just as quickly as stock did, with a cover on it.
