For amateur/enthusiast track time, I'd begin by searching "HPDE" and "time attack" with perhaps the name of the city you live in. Each club organizing time attacks and/or each race track will have minimal basic requirements that you will need to follow. Tracking is fun. Good luck on your search and participation!
