What causes wheel to hop vs spin? On my street tires, I would get wheel spin. When I go to my R comps (much smaller in diameter), my rear end

On my street tires, I would get wheel spin. When I go to my R comps (much smaller in diameter), my rear end would just start hopping. Is it because of the stiff sidewall on the R comps?
