Not sure it belongs to member ZLife you will have to send him a pm. It may be just an orange paint pen that he used to color the lettering on the tires.

I believe they actually sell a paint pen specifically designed for coloring in tires. Forgot which company though. Maybe Duplicolor?

You are correct. I used these on my street bike a few years ago. To keep them looking good you have to keep applying the paint every once in a wail to keep them looking good.
