Texas Front License Plate NOT Mandatory
 

Look it up. Go to Texas Legislature OnLine and find Legislature Secession 83(R) 2013, HB 657. The state is starting to issue only one license plate in order to save money. Not that they will pass that savings on to us.

With the help of Itullos, I did some more looking. This House Bill 657 was introduced 03/12/2013, but was not passed. HB 625, making driving WITHOUT a license plate, a misdemeanor with a fine up to $200 was passed effective Sept 1. The bill does not say anything about front plates.
