Well, they are supposed to increase horsepower and acceleration. But I don't see how they would cause noticeable lag. As for a tune, that's what those sensors are for, that connect to the intake. They should be able to detect the temperature and pressure, and overall airflow (but you can always still get a tune). But if something is wrong with those sensors, then I could see how you would have some lag... but it still should not be a big problem. I had those intakes installed right after I got the car, so I didn't ever really get the feel for driving the car without them... So I couldn't really tell you if I felt a difference after the swap. But I do not seem to have any lag whatsoever...
