I'd simply call it a bait and switch. When I am buying a car, I have no problem with a dealership trying to charge me anything they want - that is if all charges are laid out in plain sight so I can see them. When they try to sneak things into the contract without saying a word...that's what pisses me off...and if I say no to something...it means no. It does not mean let's do some more negotiating.

I usually can avoid these things by simply stating when I go to a dealership that I will shop around at several dealerships and I want all your junk charges and any other crap laid out before I leave. I basically say give me the absolute bottom line before I leave here and if you are so sure it is the best deal I will get you should have no problem with me comparison shopping and I should be back to accept your deal then.
