shop that can build circuit for evo r foglight

If any so Cal member knows any shop that can build a circuit for evo r flash kit

Basically flash 3 times then solid on
And within 10 secs after stepping on brakes the light just comes on solid (instead of flashing)
Then after the 10 sec the circuit will allow the brake to flash again.
There's a YouTube video. Need to find it but he has that configuration and its awesome.
Found out that cannot be done unless set up on a circuit/diode

State of CA does not allow any more than 3 brake flashes. So any help would be great!
